Disaster Man ... a must read!

Russell Coile has lived life to the fullest. He has had four different professions, and in each he participated at the onset of an emerging field. During World War II, he was a captain in the Army Signal Corps and worked on radars and IFF, Identification Friend or Foe. This was in an era before the transistor was invented. Today, radars and IFF technologies are critical, not only for military applications, but for almost all aircraft, commercial and private.
During World War II, physicist Philip Morse, Russell's acoustic professor at MIT, used the techniques common in theoretical physics to create the field of Military Operations Research. Operations research replaced intuitive guesswork and introduced analysis to military operations. Cause and effect and probability theory began to influence decision-making. Russell Coile was hired by a group which became the "Operations Evaluations Group," which addressed such problems as the optimum methods required for antisubmarine warfare (ASW). ASW was among the paramount problems facing the nation during the Cold War when Soviet submarines carried nuclear weapons close to our shores. Today, operations analysis is critical to understanding and making decisions on a myriad of civilian problems, including emergency procedures for mass transit systems.
During the 1930s, Russell was a student at the Massachusetts Institute of Technology, where the development of the computer changed what could be done. Information Science was a new field and Russell Coile was at its inception. His 1978 Ph.D. from the City University in London has the daunting title "Bibliometric Study of Frequency Distribution of Scientific Productivity." It may not become a popular best seller, but it introduced statistics and analysis to the emerging field of information science. His background as a professional engineer and his schooling at MIT taught him to understand frequencies, statistics, nomograms and logarithms necessary to undertake the manipulation of data in information science.
In the old days, people responded to earthquakes, flood, and other natural disasters only after they occurred. With all he had learned from his three previous careers, Russell found a new profession in emergency management. Today, we anticipate courses of action before disasters occur. Russell Coile became one of the first Certified Emergency Managers. The planning is applicable not only to natural disasters, but to terrorist events which people cause. He has worked with various municipalities, FEMA, and the Department of Defense, among others, on the issues related to emergency response.
As if his professional career wasn't enough, somehow he managed to live a full personal life. His wife, Ellen, and three children are the center of his life and they each are successful in their own right. Russell started out in Washington, D.C., attended high school in Honolulu, graduated from MIT, served in the army, and had full civilian careers. He has lived in England, Japan, China, Peru, Brazil, Panama, Delaware, Virginia, Maryland, Rhode Island, Massachusetts, and California. DisasterMan illustrates how one person can accomplish so much in his lifetime, and there is more to come.

An Impactful Life

Russell Coile's autobiography was fascinating to this student of the history of the twentieth century. His firsthand experiences, related in a straightforward, self-deprecating style (and bolstered by the inclusion of pertinent primary source materials) tell the story of a peripatetic engineer who has made important contributions in four different fields. Most recently, and of particular interest to me, a former volunteer firefighter and fire service employee, his work has been in the critically important field of emergency management. I particularly enjoyed his account of travel to China to deliver a lecture at the Chinese Academy of Sciences on Emergency Preparedness for Earthquakes in California.
The personal aspects of Russell Coile's life are well integrated into this story of a magnificent career of lasting importance.
